topological order, plan review blocks an incomplete/mis-ordered graph, and the build aborts a plan that
would run a task before its dependencies integrate (never building on a broken base). Per-task review is
SLICE-SCOPED — it judges only that task's own change against its acceptance criteria and attributes
whole-codebase end-state gaps to the task that owns them (impl review is the end-state gate), so the
build isn't drowned in false blocks. Each run writes a live status file at .ulpi/workflows/<id>.json
