Gunju Kim b30d6f4d14 feat(skills): add address-pr-review skill ...

Address PR review feedback without having to spell out the request each
time. The body is deliberately two lines: the triage semantics already
come from the AGENTS.md rule on treating reviews as findings to verify,
so the skill only needs to carry the trigger and the intent.
