fix: broaden sales-engineer handoff trigger, fix section mismatch

Addresses cubic review feedback on PR #914: the handoff was gated on
"POC/RFP-won account goes live", missing deals that close without a
formal POC/RFP. Broadened to trigger on pre-sale opportunity close
(with or without POC/RFP), including onboarding/implementation
coordination, and aligned the matching description in "How This
Differs From Related Agents" to avoid the two sections disagreeing.
