Adds the ability for the paginator to be disabled. This is useful for cases like long-running HTTP requests where the user shouldn't be able to change the current page while the data is still loading.
Fixes #13145 .

fix(stroked-button): ripples and focus overlay have incorrect radius ( #13745 )

Due to the fact that stroked buttons have a border that reduces the available space for child elements, the absolute positioned ripple container and focus overlay do not match the `border-radius` with the actual button element.
In order to fix this in a non-breaking way, we just use `overflow: hidden` for stroked buttons as compared to just using `overflow: hidden` in general for buttons (like it has been done with https://github.com/angular/material2/pull/9424 )

fix(slide-toggle): don't show hover ripples on touch devices ( #13702 )

On touch devices `:hover` styling persists after the user has tapped. These changes hide the persistent ripple if the user isn't able to hover, in order to avoid confusion with the other ripples.
Related to #13675 .

fix(button-toggle): webkit tap highlight conflicting with ripples ( #13721 )

Due to the fact that the `<mat-button-toggle-group>` still has `cursor: pointer`, the webkit tap highlight overlay will show up on touch devices.
This causes a bad UX because the overlay covers the whole group while only an individual option has been touched. Additionally a ripple already shows up and now conflicts with the tap highlight overlay.
