Fixes issues with the expansion panel, menu and select animations where the child animations were being blocked by the parent ones.
**Note:** the menu animations needed a bit more refactoring since the old approach wasn't very idiomatic and made it harder to run the parallel animations.

* With the current setup, the badge component will set an `aria-describedby` message that doesn't correspond to the actual description, because it does the describing before its description has been updated. These changes make it so it uses the actual description.
* Fixes the aria description not being removed once the badge is destroyed.
* Cleans up the badge testing setup.
By default most browsers will set the button overflow to `visible`, however it's `hidden` on IE. This is particularly visible on buttons with badges. These changes add a default value so the buttons are consistent between browsers.
Currently the `MatBottomSheetConfig.direction` property will add the `dir` attribute to the overlay, however that doesn't mean that child components that inject the `Directionality` will be able to pick it up (e.g. sliders, menus etc.). These changes add an extra injection token that'll expose the direction to child components.
Currently the `AriaDescriber` assumes that any values being described are going to be strings, however that may not be the case if a value is being passed it directly from the view. These changes add an extra check in order to avoid having to do null checks on consumption (see #9957).
* Currently if a list option is disabled through the `[disabled]` binding, the disabled option still has the `pointer` cursor.
* No longer delegates the keydown event to the ListKeyManager when disabled. Right now there can be an exception because all items are disabled. See #9981.
Fixes#9952.
Currently if the `ListKeyManager` is being used in wrap mode, and all items are disabled, pressing the down arrow key will cause the key manager to go into an infinite loop that searches for the next item.

Currently overlays default to the `ltr` direction, which means that consumers, whose apps are in RTL, have to pass in the direction explicitly for every overlay. These changes switch to taking the default direction from the global `Directionality` which is based on the `body` and `html` elements.
Fixes#9817.
* Adds the badge component to the kitchen sink checks.
* Fixes an AoT error due to a reference to a private property in the `host` binding.
* Fixes a server-side rendering error due to a usage of `requestAnimationFrame`.
No longer runs the build artifacts, docs-content, dashboard, screenshot deployment tasks on Pull Requests. This means that there aren't any noop jobs running anymore
Build artifacts will be published differently for different branches. For example, commits in `master` will be published on the `master` branch on the `*-builds` repository. `5.2.x` commits will be published on the `5.2.x` branch on the `*-builds` repository.
Tags on the build repositories will be explicit to indicate from what branch they come. The version placeholders (in the build output) will be similar as before, and won't contain any information about the branch. e.g. `5.2.x-5.2.1-43s435s` will look bad.
Ensures that versions are following a consistent format before publishing. e.g. versions like `6.0.0-beta-0` is not valid, because the last dash should be actually a dot.
