Kazuki Yamada caef096388 fix(mcp): Clean up remaining overclaims and normalize FQDN hosts in the metadata guard ...

- Reword the plugin manifest and 15-locale plugin guide bullet that still
  advertised file reads with built-in security scanning.
- Drop the two remaining "secure access" claims in llms-install.md.
- Describe the attach-path secret scan as a heuristic, not a boundary, in
  the attach tool comment and its test.
- Strip a single trailing dot when normalizing remote hosts so the FQDN
  form of metadata.google.internal cannot dodge the block, with
  regression tests for both URL and scp-like syntax.
