Alex Newman ed57a511f5 chore: bump version to 13.24.23 (#4056) ...

Mechanical package-facing bump so 13.24.23 ships the supervisor cwd jail and hook project-dir fixes now on main after v13.24.22. Rebuilds plugin bundles so the injected version matches. Does not npm publish.
