Starchild 868b4d465f chore: standardize SKILL.md descriptions across all skills ...

Apply the description convention:
- TLDR (one sentence, <=80 chars, no dashes as separators)
- When-to-use (one sentence with 2-4 concrete trigger examples)
- Two-line YAML pipe-block format

Patch-bump version on all 67 updated skills.

Removed (no longer official):
- backup
- chatroom (deprecated stub for workroom)
- transparent-proxy-maintenance (local-only)
- where-is-my-ip

Fixed build-index workflow to parse YAML properly (previous regex
parser broke on pipe-block descriptions).
