Introduce the @starchild/temp-files skill (tf.py put/link/fetch) for
agent-to-agent file transfer over sc-agent-backup.internal, and bump
workroom 0.4.0 → 0.5.2 to delegate artifact transport to it via the
new workroom send-handoff verb. workroom keeps room membership,
messaging, rules/data surfaces, and identity; binary handoffs (tf_
codes + hash verification) go through temp-files.
