Starchild e3ebc713ce twitter: add billing & cost-control section (last_tweets trap, use advanced_search for polling) ...

Document that twitterapi.io bills per returned item, last_tweets has no
page-size param (always ~20/page billed), and account-monitoring polling
should use advanced_search + time window (~20x cheaper). Note we do not
subscribe to the stream/webhook product.
