# Pull Request Description

Classify every canonical skill that still declared `risk: unknown` on the frozen task base. Each of the 940 skills received an individual semantic review; the resulting distribution is 798 `critical`, 71 `none`, 60 `safe`, and 11 `offensive`.

The 11 offensive skills now also include the repository-standard authorized-use disclaimer and per-action confirmation gate required by validation. Generated registries and plugin mirrors were regenerated locally for verification and intentionally excluded from this source-only PR.
