* Refresh 19 largest skills to 2026 standards (batch 1/2)

Progressive disclosure on the 19 biggest skills: moved long templates,
tables, and examples into references/, leaving lean imperative cores.
44k+ lines of bloat relocated into 97 reference files. Zero emoji,
imperative voice throughout. No capability removed.

Examples: database-migrator 1653->68, css-animation-creator 1299->31,
security-pentest-planner 1225->42.

Completes the library-wide pass: progressive disclosure on bloated
