* Create one source of truth for skill packaging

A checked catalog and stable-skill UI metadata make package drift visible before release while preserving current invocation behavior. Align the root package identity and record the upstream design influence so future skill splits start from accurate, credited metadata.

* test: make lean-skill changes behavior measurable

* test: score equivalent skill branch language

* test: classify equivalent evaluation language

* test: accept equivalent safety and artifact terms

* test: recognize named workflow branch aliases

* fix: close review gaps in skill validation

* fix: fail before occupied evaluation output
