Adds a second sentence to each plugin description that summarizes
what the plugin actually provides, verified against skill, rule,
and agent content. First sentence preserved for truncated display.

The create-plugin-scaffold skill already covers the same workflow
with more detail. Remove the command file and commands reference
from the plugin manifest.

Introduce a dedicated meta plugin with scaffold and submission-review workflows so teams can create marketplace-ready Cursor plugins with consistent structure and metadata. Register the plugin in marketplace metadata and the root plugin index.
