Justin Maier 939df8fd2a feat(notifications): dedicated Referral category ...

Move all referral notifications (welcome-bonus, reward-settled,
milestone-hit, token-expiring) out of Buzz into a new Referral
category so they surface under their own tab and unread badge.

Requires matching ALTER TYPE on the notification-service DB to add
the 'Referral' enum value before deploy.
