Justin Maier 845f597992 chore: fetch event-engine-common over HTTPS (#3436 )

The submodule is public now, but an SSH URL still requires a key, so
fork CI and anyone without repo SSH access can't clone it. HTTPS makes
it fetchable by everyone.
