## What Adds a `operating-loop-workflow` skill that delivers the `operating-loop` Workflow-tool script to **installed plugin users** and invokes it. ## Why Claude Code plugins do **not** load `.claude/workflows/*.js` (recognized components are `skills/`, `commands/`, `agents/`, `hooks/`, …). PR #594 force-added the script so it *ships in the plugin cache*, but an installed user still wouldn't see `/operating-loop`. This skill is the delivery vehicle. ## How On `/operating-loop-workflow`, the skill: 1. Idempotently copies `${CLAUDE_PLUGIN_ROOT}/.claude/workflows/operating-loop.js` → `~/.claude/workflows/operating-loop.js` (copy-if-newer; never clobbers user edits). 2. Invokes `Workflow({name:'operating-loop', args})` (supports `{mode:'plan'}` for the plan-only half).
