## Summary
- explicitly route the remaining load-bearing `rpi*` and `worktree*`
RELOCATE rows to `defer-load-bearing`
- document `cp-nkk` as the phase-2 split for the stable AO RPI/worktree
port
- preserve `cp-jp4` unblocking by making the residual cluster explicit
instead of half-moving runtime state

## Validation
- `bash scripts/regen-all.sh --check`
- `git diff --check`
- reduction census: 106 RELOCATE rows, 106 deferred to `cp-nkk`, rows
match `cli/cmd/ao/*.go` files

Control-plane: `cp-cd9` closure evidence slice; follow-up `cp-nkk` owns
the phase-2 split.
