docs(ao): define MTO relocation seam

Adds the AgentOps-side AO/MTO seam contract for cp-cd9 relocation work, catalogs it in docs indexes, and gates future RELOCATE slices through explicit MTO/vendor-adapter/defer-load-bearing routes. Local regen/diff/fast pre-push gates passed; GitHub Actions passed/skipped, Cursor Bugbot was pending and bypassed under operator instruction.
