# Declared denominator for the skill.probe-coverage gate.
#
# The gate's denominator is "every skill declaring tier: product or
# tier: judgment". That set is derived from frontmatter, which means it can
# contain skills for which a behavior-change probe is a CATEGORY ERROR rather
# than missing work — and an unmeasurable skill counted as unmeasured turns the
# headline number into noise. This file declares those, one per line, so the
# denominator is a stated set instead of an accident.
#
# FORMAT (enforced, fail-closed):
#
# <skill-slug> # <one-line argument for why a probe cannot apply>
#
# * The argument is REQUIRED and must be non-empty. A bare slug is rejected.
# An exclusion whose case cannot be written in one line is not an exclusion.
# * A slug that is not currently in the product/judgment tier set is rejected,
# so a stale entry fails loudly instead of silently shrinking the denominator.
# * Duplicates are rejected.
#
# THIS IS NOT A PLACE TO PARK UNMEASURED SKILLS. "We have not probed it yet"
# is exactly what the gate exists to report. The only admissible argument is
# that no honest probe of THIS skill could produce a verdict about THIS skill.
# Lines here are read by scripts/check-skill-probe-coverage.sh and echoed in
# its output, so every exclusion argues itself on every run.
