Kristiyan Kostadinov a3cb7b9497 refactor(core): allow InputBinding and OutputBinding to be tree shaken (#60137 )

Reworks the `InputBinding` and `OutputBinding` functionality to be in object literals constructed in functions, rather than classes, because it seems like Terser was having a hard time tree shaking the classes when the functions weren't used.

`public-api/`

This directory contains all of the public api goldens for our npm packages we publish to NPM. These are tested on all PRs and commits as part of our bazel tests.

To check or update the public api goldens, run one of the following commands:

yarn public-api:check
yarn public-api:update
