Matthieu Riegler 44d2ec5a05 refactor(devtools): guard value reads in the serializer (#64096 )

Some properties (like gets) might throw when we try to read them.
With this commit we fail gracefuly and show a warning message for the property that can't be read.

Angular DevTools Backend

This directory contains the "backend" of Angular DevTools. This module interacts with the framework debugging APIs and responses to requests from the Angular DevTools extension.
