Paul Gschwendtner 9acb6ab519 build: fix broken codeowners file (#15996) ...

The Github codeowners file is currently broken because
comments are only allowed at the beginning on a line.

In order to fix this, we just remove the comments as
placing them above is also not very helpful. Ideally
we just remember about this when creating new
MDC prototypes.
