Matthieu Riegler d3d46c9475 fix(devtools): fix regression for node serialization.

This fixes a regression introduced by #69309 where the format of `serializedId` from a coma separated string, to a JSON representation of an array.

Angular DevTools Backend

This directory contains the "backend" of Angular DevTools. This module interacts with the framework debugging APIs and responses to requests from the Angular DevTools extension.
