Unlike other components that we use Hammer on, the tooltip won't show up at all on a touch device if Hammer isn't loaded. These changes add a fallback to using a `touchstart` event to trigger the tooltip.
Also fixes the `_manualListeners` not being cleared on Android.

In favor of consistency, the versions that will be inserted when running `ng-add`, should be aligned with the default Angular dependencies in a new CLI project.
This means that we should not provide the version with a leading caret because that means that NPM can automatically/ and magically update to the most recent minor version. This shouldn't cause any problems but is just not in sync with other Angular dependencies.
All other Angular dependencies (e.g. `@angular/core') will be installed with a leading tilde. This means that it can only happen that NPM automatically updates to the most recent patch release. We should do the same in order to be consistent.
* Similar to how we did it for the CDK, the ts compilations through Bazel and Gulp should be as similar as possible in order to make the tests w/ Bazel creditable.
Fixes that Angular Material cannot be used with ES2015. See #12760 for detailed information. We already had a workaround applied, but this improves the workaround because it only partially worked for classes where no attributes were defined.

One of the selectors in the step header assumes that there will be at least one parent with a `dir="ltr"` or `dir="rtl"`. These changes rework it to have LTR as the base.

Adds the ability for the paginator to be disabled. This is useful for cases like long-running HTTP requests where the user shouldn't be able to change the current page while the data is still loading.

Due to the fact that the `<mat-button-toggle-group>` still has `cursor: pointer`, the webkit tap highlight overlay will show up on touch devices.
This causes a bad UX because the overlay covers the whole group while only an individual option has been touched. Additionally a ripple already shows up and now conflicts with the tap highlight overlay.
