Subject: [PATCH] build(docs-infra): use `$schema` in
 `ngsw-config.template.json` to provide intellisense (#43686)

Add an appropriate `$schema` property in `ngsw-config.template.json` to
allow IDEs to provide intellisense about the various fields of the
config.
