Subject: [PATCH] refactor(stepper): remove unnecessary coercion (#10308)

Removes the coercion and associated getters and setters from a few of the properties on the `MatStepHeader`. Since this is an internal component, we can get away with not having coercion and avoiding all of the extra ES5 code that gets generated as a result.
