Phase 1: Python linter (scripts/skill_lint/) with 20 rules across 4 categories (frontmatter, spec, content, references), CLI, inline suppression, 28 tests. Phase 2: GitHub Actions for skill-lint on push/PR and Tessl/skills-ref review on PRs. Phase 3: 18 behavioral eval scenarios for 15 skills with deterministic + LLM-judged criteria.
