Aaron Stannard 13e26d39ed fix: wire release summary script into CI release notes (#79) 
The generate-release-summary.sh script (#71) computed new/updated
skill and agent counts but was never called by the release workflow,
so GitHub releases still showed only totals ('36 skills and 6 agents').
Call it when a previous tag exists; keep the plain totals as fallback.
